Vonage I never have problems hearing callers, but they sometimes cannot hear me for as

I never have problems hearing callers, but they sometimes cannot hear me for as little as a second or two to longer. This happens on all of my phones, both corded and cordless. It's the same whether they call me or I call them.

1. Location is Raleigh, NC
2. ISP is Earthlink via Time Warner Cable
3. Upload is @ 384Kb - Download is 5Mb
4. Modem is Motorola SB5100
5. Adapter is Linksys PAP2
6. Setup is Modem -> Netgear RP614 Router -> Adapter -> house telephone wiring circuit

I've replaced all applicable cables just in case there was a problem there, but it didn't help. Rebooting everything in the system doesn't help either. Plugging a phone directly into the adapter doesn't improve matters.
