Vonage I have checked connecting the PAP2 to the switch/ router without the computer

I have checked connecting the PAP2 to the switch/ router without the computer and also tried the PAP2 directly to the modem. It doesn't work with either of the two cases. I thought that this was a router but now am not sure. This is the link from where i purchased the Linksys router from: http://www.amazon.com/Linksys-EZXS55W-EtherFast-5-Port-Workgroup/dp/tech-data/B00003006E/ref=de_a_smtd/103-2584713-2366231 i am not able to get the IP address of the linksys "router". When I open a command prompt and do a ipconfig, i get two sets of numbers, one for the LAN 169.254.28.7 and one for that says BSNL data one as 59.93.72.42 when i try checking the routers login, http://192.168.1.1 or 169.254.28.7 or 59.93.72.42, i get a page cannot be displayed error.
