I don't think you need to forget about Vonage, but you do have an old, non-standard NIU making things difficult. As V-TPA explained, normally the phone wire goes from the NIU to the alarm panel, then back to the NIU, then from there to the rest of the house.

What you need to do is to change things so the landline, which will be naked DSL only, goes directly to the DSL modem. Then the output of the Vonage box needs to go to the alarm panel, and from the alarm panel to the rest of the house. The good news is that it looks as if you have a lot a separate cables in there, suggesting that there's a separate cable going from the NIU to each jack in the house. One of the first things that you need to do is verify that. By opening jacks in the house, you can see what kind of cable is in each one. Since some of the ones in the NIU have different physical appearance, it may help you in identifying things.

It appears that all the terminals in the center row are hooked together and all the ones in the bottom row are hooked together. You should verify that if it's correct. My guess is that the black wires on the lower right are the land lines to the phone company and the cable hooking to those wires, a red and green pair, goes to the alarm panel. The cables going to the center and bottom rows probably go to the various jacks in the house.

You're going to have to do a lot of investigating here, looking at things closely and using a lot of common sense. A volt-ohmmeter will help a lot.

I assume that your DSL is currently active and provides phone service, and that all the jacks in your house are active. If so, one way you can start is to select a cable going into the house. Remove one of the wires from that cable going to the middle or bottom rows of terminals. If that causes one, and only one jack in the house to go dead, then you've identified the cable going to that jack. Re-connect that cable and do the same with another. Soon you'll know where everything goes.
