I don't know if its changed since you first posted but you can't get there from here the way you show in the first posts ...
Your pc got an auto-configure IP address when it couldn't get an IP address from the router: 169.254.142.166. So the only thing it knows about are routes on 169.254.142.0 network.
You won't be able to talk to the router, which thinks its address is 192.168.15.1. And, it apparently is not acting as a DHCP server, so you need to have an address on the same network as it in order to configure it.
To make this work, change the TCP/IP properties of the NIC on the PC so that you give it a static IP address on that same network (e.g., 192.168.15.2). Make the subnet mask 255.255.255.0 and the default gateway 192.168.15.1.
Now try to connect to the router via your web browser. When you get the router connected, you should be able set it up to be a DHCP Server.
When that's done, then return to the NIC on the PC and change it back to "Obtain IP address via DHCP" ... in other words, remove everything that you put in to give it a static address.
When you do that, it should get an address from the DHCP server in the router in whatever range of IP addresses you set up and the router should tell your PC that it (the router) is the default gateway. .
