I could be in over my head, but I think the issue is, since the other computer still has the correct PPoE settings, it properly authenticates to the DSL account and subsequently allows the vPortal to access the internet as well - so in this case the phone and internet both work.
Switch to the other computer which no longer has the PPoE account info properly set up and it will only obtain an IP from the vPortal but since the DSL never authenticates without the necessary PPoE info neither the internet nor the phone service which is dependent upon it will work.
What has to be done if I am correct in my logic is that the vPortal needs to be setup with the proper PPoE credentials and then either of the two PC's can connect to the vPortal via DHCP and you will have internet and phone. One good way to check is if the PPoE info is set up correctly in the vPortal the Phone service will work irregardless of either computer.
I run into issues like this all the time here in the states and it is one of the main reasons why I HATE DSL, though more and more I am seeing DSL modems that have the PPoE info stored internally rather than being setup on the NIC in the PC. This is what you want to do with the vPortal since it is in effect acting as your gateway and thus needs to be the first and only device to authenticate to the DSL network.
