I am willing to bet that your LEC (local exchange carrier) or the CLEC (the competitive local exchange carrier) is dropping the ball. A call goes to you via LEC, who transfers it to the CLEC (Vonage's local partner) who then moves it over the internet to Vonage and then to you. If the LEC does not transmit the caller ID data or the CLEC does not grab it and pass it on, you will not get it from Voange. True, it could be on Vonages end, but I doubt it as all they are doing is moving it along.
At least this is the way I understand it.
