This can usually be troubleshooted. The new Vista 390 desk phone from Bell here in Canada caused some similar annoying noises. I brought it back asap cause it drove me nuts and went with a refurbished ol' school Northerm Telecom Vista 390, which works flawlessly. You might want to look at some of the new adapters too. I bought a PAP2 from bestbuy to compare it to my new vt2442, and the vt2442 is much better overall.. less quirky.
The call waiting issue you mentioned is normal for me. My previous landline in fact was worse for this... cutting the conversation out longer then the call waiting on my Vonage line. I think this depends on the telco provider for comparison.
I also get much better Voip now that I updated the firmware on my wrt54gs v2.0 router and setup QoS for Voip packets.
I guess the moral of the story is, if you like tickering with your hardware, you can get Vonage to work as well as a land line, from my experience anyway.
That being said, I personally haven't experienced the other issues you did, such as the phantom calls and network busy message. However, I've only been on Vonage for just over 2 months now, so we'll see. If I did experience them, I can certainly see how that would be annoying :|
