His jitter score of 8.3ms is not the cause of his low QoS score. His low QoS score is probably due to the variance in his download speed when the download speed portion of the test is being run. Try running the forum VoIP speed test again and notice if your download speed stays consistent or if it varies to a great degree. If your speed starts at 8Mbps but finishes at 5Mbps your QoS score will be low. On the other hand if your speed starts at 14.5 Mbps and stays consistently in the 14 Mbps range your QoS score will be high. Are you using your home wiring with your Vonage device? You should contact Vonage tech support about the issue you're having in regards to your statement about having a phone in use signal on a frequent basis if the phone is not actually in use. Your ISP is not at fault from the results you have posted.
