As I understand it, you have a linksys cable/dsl router. Your computer's ethernet card (or wireless card) connects to a lan port on the linksys and gets its IP address via DHCP from the linksys. Your Voice Terminal's WAN port is also connected to a lan port on the linksys and also gets its IP address via DHCP from the linksys. As far as I can determine, nothing is connected to the voice adapter's PC port.
And that may be why you can't get the web interface - because for security reasons it's only available from the PC port of the voice terminal. (otherwise, random clients on Internet could connect to and change your settings).
Right Now you have:
INTERNET -> LINKSYS -> PCs and VOICE TERMINAL
To be able to see the configuration page, you could try this:
INTERNET -> VOICE TERMINAL -> LINKSYS -> PCs
Connect your cable modem/dsl modem/whatever (whatever's plugged into the WAN port on the linksys) to the WAN port on the voice terminal.
Then connect the PC port on your voice terminal to the WAN port on the linksys.
if DHCP/NAT is enabled on your voice terminal (I think it is by default), then powering everything down and back on again should do the trick.
NOTE: If you use a cable modem, it might be "married" to the MAC address of a particular PC. If so (you'd probably remember if you had to do this for the linksys), or if DHCP/NAT are not enabled on the voice terminal, you might need to connect an actual single PC to the PC port to set things up before you connect everything as I've described.
