When and how did you activate your PAP2 devices? Did you set up two phone lines? Are you trying to use both PAP2's or do you mean that you bought one PAP2 and then replaced it with another?
Please tell us exactly what equipment you are using (brands, model numbers, etc.), in what order they are connected, what ports you are using on each, how many computers or other devices you are using and how they are connected. Are you using cable or DSL? Who is your broadband provider?
Are you using LNP to port one or more old phone numbers from your landline or are you just using new Vonage numbers?
With that detailed information we may be able to help you get your system set up and working. If we can't help, we may be able to help you get help from some folks at Vonage - without necessarily waiting on the phone forever.
