For Static DHCP, your router needs to have this function. My WRT54G V4 (WRT54GL) has this capability with the aftermarket firmware I am running.
For static IP address you set that at the client. For the Vonage routers like the RTP300, simply change the "Internet Connection Type" to "Static IP", then assign the address yourself.
Pick an IP address that is within the subnet of your LAN, but outside the DHCP assignment range (translation to English: Has the first three numbers (192.168.15, for example) as the addresses your router is assigning, but has a 4th digit that your router would never assign).
So, if your router is assigning 192.168.15.x addresses, and you have your DHCP server assigning addresses starting at .100 with a maximum number of clients set at 50, then use anything from 192.168.15.151 to 192.168.15.254.
As far as the other router not working first, I'd start from scratch. Take the other router, hook it directly to your Internet connection, and see if you can get it to work. Make sure any MAC address cloning is off, or if your connection requires the MAC addess of your primary PC, turn it on and use that.
Once you have your computer connecting to the Internet via the regular router, plug in the Vonage router as shown in the diagram, and temporarily plug your computer into a LAN port on the Vonage router. Make sure MAC address cloning is OFF on the Vonage router, and see if you can surf the Internet from there. If that works, you should be in good shape. Move your computer back to the regular router and the Vonage router should then be a Vonage device only.
