Florida has a very good utility marking program - totally free to the contractors. You call a single 800 # and they'll come out and mark ALL of the wires/ gas / water / sewer lines/etc. Usually they ask for a 2 day notice, but I've been able to get them out there the same day for emergency work. As far as Sprint's attitude, it's only slightly better than HellSouth and years behind GTE/ex-GTE Verizon.
