Vonage First off I would like you to know that I was a modem installations supervisor/trainer

First off I would like you to know that I was a modem installations supervisor/trainer for 4 1/2 years for Charter Communications and second off MOST of Charters Customer Service Reps and their own Technicians (I was sub-contracted) don't know much. This I can tell you because of the MASSIVE interactions I have had with them. Heck, I was even trying to teach their tech's the how to's and believe me it wasn't easy!
Anyway, as far as your Comcast when you said that you had them delete your extra IP address, they must have not reprovisioned your modem for only one IP thus you still had access to both.
And they are correct when they say that the addresses are not "static" but you will have that address for up to 6 months before the system will issue you a new one. Here in Charter you can have a static ip but you will have to have a commercial account.

Routers, switches and hubs are not the same.
A switch is a device that can remember the routing table of your network so that when information comes in it can direct it to the recipient. A hub will broadcast the info to everyone every time slowing the network down. These allow more computers on a network at a time.
A router has what is known as a DHCP server built in which will assign an IP address to your computers as they are hooked up. There are "Public" and "private" IP ranges, Charter will issue you a "public" IP that will be issued to the router. Then the routers DHCP server will then issue your computers a "private" IP address. This is to keep tabs on who has what when dealing with the internet. Private IP addresses cannot be accessed via the internet just by other computers on your internal intranet when allowed by the administrator.
This is similar to street addressing. A single family house will have a "static" address receiving mail directed to it.
Then you have an apartment building with a "static" address but with many "private" addresses within.
So the single family house is directly connected and the apartment is too but has to have something in place to redirect the mail to the individual apartments thus needing a router so to speak to accomplish that tasking.
So your network will need to be set up as the apartment example.
Simply, yes you need a router or pay for that extra IP address. But you see the "PIG" isn't going to be free with this information so that they can get that extra $10.00 a month out of you.
