First, for a little background information. I am a former 3com tech support rep and I was a network technician for 4 years in the military, so I concider myself at least somewhat competent when it comes to PC's and networking subjects. Also I have trolled the previous posts in the forum for near 2 hours now. I've found similar problems, but nothing I've read from a previous post has helped.

Setup:
InsightBroadBand(cable) > DCM425(cablemodem) > RT31P2 > (Ethernet1 to PC Nic) & (Phone1 to Panasonic KX-TG2431 cordless)

Internet works fine. That is set up fine. I'm writing this with the RT31P2 hooked up. Phone lights blink together a few times 20 or so seconds apart when the RT31P2 is reset. Never get a dial tone.

I called last night to the 'vonagehelp' call center in what sounded like India. I talked with the automated responce human though troubleshooting this thing resetting it and cloning MAC and this and that and their final conclusion was the RT31P2 is broke, call service dept. I was skeptical of that last night, though I am less skeptical after reading the forum for a while.

I have tried shutting everything down and booting the cable modem> then the RT31P2 > then the PC
I have tried reseting the TR31P2 with the Phone line disconnected, and then plugging it in after the TR31P2 starts up.
I've tried MAC address cloning again. (this only seems to help if you are switching to a new RT31P2, not when you have a new install from what I've read).

I know there are some very knowledgable people out there, and I will appreciate all advice greatly. I also have a few questions as this is my first foray into Voip. I like to understand the things I use.

I read that the RT31P2 is supposed to generate a dial tone for the phone even if there is no connection. Is this true in practice? And since I've not heard a dial tone at all, is it a dead givaway that the thing is DOA? Does the RT31P2 'Phone home(vonage) and authenticate the phone services somehow, and what specifies Who's device it is and who's minutes they are when it's being used? Is that done by MAC address? When I hit the 'clone' button in the MAC cloning tab, it enters the MAC of my PC nic card. Won't this cause a problem if it Authenticates with Vonage by MAC address? If I'm supposed to clone the MAC address of the cable modem, how do I get that as I don't see anything in the Manual for my cable modem about an interface for getting such information.
