First check out the V-portal. Remove the Motorola adapter. Plug the WAN port of the V-portal into your modem and plug your computer into the LAN port of the V-portal. (I assume here that you're using DHCP for your computer.) Boot the modem, then the V-portal, then the computer. You should have internet access and the new phone line on the V-portal should work.

Now you're ready to hook up the Motorola. You don't say which one you have, but the only issue you're likely to have is duplication of sub-net addressing. The V-portal issues sub-net addressing of 192.168.15.xx by default. The Motorola probably does too, and that's bad. Disconnect the computer from the V-portal and connect it to a LAN port on the Motorola. For now, leave the WAN port of the Motorola disconnected. Boot the Motorola and the computer. Log on to the Motorola setup page and reset the LAN addressing to 192.168.16.xx. Power down the Motorola and the computer. Connect the WAN port of the Motorola to the LAN port of the V-portal. Power up the modem and the V-portal if they aren't already. Power up the Motorola, then the computer, and everything should be working.
