FIRST OFF, thanks 200 to Blademan for that post, im pretty sure i would of given up if he didnt post the statement confirming the RT31P2, will not run Voip if there is nothing attached to the internet port

well people i have done it, and it works flawlessly, i am now using the RT31P2 as a switch only, and also using Voip at the same time behind a router, and still have port forwarding functionality, id like to mention it would be great if Vonage, allowed there end users to customize there hardware more, for different environments. for anyone who wants to use the RT31P2 as a switch only here are the instructions, if you find a simpler way please post, but due to the lack of configuration options in this router, i dont believe it isnt
so here is what you need to do (ONLY REASON I DID THIS WAS BECAUSE IM TO CHEAP TO BUY ANOTHER SWITCH :) )

login into the RT31P2, change your connection type to obtain ip address automatically, if its not already set to that, and disable the local dhcp server, and than change the router address of the RT31P2, from 192.168.15.1 to a ip address from your primary router, my routers ip scheme is 192.168.1.x. so i changed the RT31P2, address to 192.168.1.150.
press save and you should lose internet connectivity

part 2 (optional) now you can either let your machine pick up a ip address from your pre existing router (thats what i did) or you can statically assign the ip address from your primary router to your machine, to statically assign on xp you go to start/ control panel / network connections / right click on local area network, and click on tcp/ip and properties
for ip address input 192.168.1.13 (or whatever you'd like) subnet mask is 255.255.255.0 and default gateway is 192.168.1.1 (that is the ip address of my primary router)

after pressing ok, you should not have internet access and your Voip phone might not work, so here is the final step, unplug the internet port from your RT31P2 and plug it into the first normal port (so now you should have 2 ports left) now plug port 2 into your computer ( now you should have 1 port left) and finally plug a ethernet cable into port 3 and plug the other end of that ethernet cable to the internet port of the RT31P2.
AND WALLA !!!
