Does your ISP currently guarantee any level of service?

If their network becomes congested it will still work for email and file traders. Cable companies are notorious for not providing speed guarantees.

When your Voip becomes unusable because of network congestion will you be willing to pay more for the ISP to increase capacity even without the protocols to guarantee quality or do you expect the ISP to provide the extra capacity for free?

One thing to take into account is that ISPs vastly oversell capacity knowing that very few users will ever use all of their capacity, especially at the same time. However with more high bandwidth applications including file trading and soon video on demand the amount of bandwidth available will not be sufficient and prices will have to go up. Prices can either go up for everybody, those that use the bandwidth or those that need for the network to be free of congestion.

I can't help but recall the "web hog" commercials run by SBC to sell DSL in California several years ago. These commercials specifically targeted the congestion then present on cable networks.
