Callforwarding and simulring cannot be activated at the same time. Its one or the other. Even the control for it on the feature page shows this. When you activate one while the other is on it will overwrite the other setting.
With call forwarding the call will attempt to ring your Vonage line for the designated amount of time before forwarding to the forwarding number. If the call goes unanswered it will either be picked up by the answering machine of the forwarding number or picked up by your Vonage voicemail, whichever is set for less rings.
Simulring rings both at the same time, sometimes a slight delay may occur on the simulring number ringing as the call must go outside the Vonage network. Whichever answers the line first will pickup the call, if you have an answering service on both, or both might answer its a race to see who answers it first.
This it sounds pretty simple, your tracphone voicemail, or lack there off is winning the race.
based on "What the caller hears next from my TracFone is that the customer has not setup their voicemail inbox" you either dont have voicemail setup, or theirs a problem with tracphone as essentially some of your inbound calls to your cellphone number are not reaching the voicemail box. If people can call the tracphone and get your voicemail correctly but at the same time if they call Vonage and it forwards to that message, contact Vonage and open a ticket.
Also, the call is not really"passed off" its still coming through the Vonage network but an outbound call is made to your forwarding or simulring number.
And you can reliably use these features you just need to be aware of how many rings the answering services are set too, and test it to see if you need to adjust one if it seems delayed.
