As far as I understand it, the bandwidth saver will not work if your telephone adapter is behind another router. In this case you are dealing with the QOS feature of the router.
I do not think the BEFSR41 firmware has QOS. You might want to check the Linksys web site and make sure you have the latest firmware for the BEFSR41. (That is a fairly 'mature' product and I don't think the firmware has been updated in quite some time.) If it does support QOS and you have an older version it would be worthwhile to upgrade to the newest firmware so you can use the QOS.
Other than that, you can purchase a newer router that can run firmware which supports QOS (such as the Linksys WRT54G/GS), or put your telephone adapter between your cable or dsl modem and your linksys router. That prevents you from connecting to VPN servers from your PC(s), but if you have no need for that, it is your best solution.
The IP address issue you bring up is insignificant.
