As Maestro said, let's start by fixing your masking. ACLs use a wildcard mask, not a subnet mask. Just simply use the 'host' designator in your case. Also you don't need this line, so don't worry about fixing it:

access-list 111 permit udp <uip> 255.255.255.255 any eq 80

I don't think you'll need 5060 outbound either. You'll have to check the hits on that to see if your phone is using 5060 or 5061. Most Vonage devices use udp 5061 for SIP, but I dunno about the new stuff.

Here's what your partial inside (outbound) acl should look like:

access-list 111 permit udp host <uip> any eq 5060
access-list 111 permit udp host <uip> any eq 5061
access-list 111 permit udp host <uip> any eq 123
access-list 111 permit udp host <uip> any eq 69
access-list 111 permit udp host <uip> any eq 53
access-list 111 permit udp host <uip> any range 10000 20000

Before we talk about your inbound acl, is <uip> an Internet routable IP address, or a private (RFC1918) address? If it's a private address, your inbound acl isn't going to work in this case. If it's not then...nevermind.

Assuming <uip> is Internet routable.....

If you're going to have this on your outside (inbound) acl:

access-list 102 permit ip any <uip> 0.0.0.0

You might as well get rid of all the other rules because you just permitted everything inbound anyway. Try this set instead:

access-list 102 permit udp any eq 5060 host <uip>
access-list 102 permit udp any eq 5061 host <uip>
access-list 102 permit udp host <dns-server> eq 53 host <uip>
access-list 102 permit icmp any host <uip>
access-list 102 permit udp any eq 123 host <uip>
access-list 102 permit udp any eq 69 host <uip>
access-list 102 permit udp any range 10000 20000 host <uip>

You don't need the tcp established rule, because you didn't permit any tcp outbound from <uip>.

All this just basically cleaned everything up. If you still have problems, add these two lines to the very top of their respective acls and see if you still have an issue. If you continue to have issues, it's not an acl issue.

access-list 111 permit ip host <uip> any log

access-list 102 permit ip any host <uip> log
