Actually, once the PAP2 makes its first connection to the Vonage servers and the firmware is updated by their system, it disables the web user interface; the "unreachable" message you get in the browser is normal behavior for a functioning PAP2 once it is working with Vonage. That is behavior that Vonage wants. Vonage's position is that full, standard configuration is done through the phone handset, and, since the PAP2 is ONLY a phone adapter and not a router, no advanced configuration is needed and there is no reason for the web interface to remain enabled, thereby tempting users to either try to hack things Vonage doesn't want hacked or to tinker with settings that might cause problems for less experienced users.
To demonstrate - you can do a factory reset of the PAP2 and, before it starts talking to Vonage, the default IP address will work and you can get to the user interface, but, again, as soon as it talks to Vonage, that interface will be disabled.
