According to the product page at http://www.linksys.com/products/product.asp?prid=652&scid=29 it does support QoS.
On page 35 of the user guide (found at ftp://ftp.linksys.com/pdf/rt31p2_ug.pdf) it has directions for setting up QoS. Page 37 mentions Voice QoS briefly.
I don't have this specific router, so can only offer my guesses.
1) Disable QoS and go to testyourvoip.com to see what rates you get.
2) Enable QoS set application priorities on ports 5060 & 5061 to high.
3) If you are using a P2P (peer to peer) sharing program, find out what application ports it uses and set those to low priority.
4) If able, set other listed applications to medium priority (HTTP, FTP, POP3, etc), so you can surf while the P2P sharing is going on.
5) If you still have trouble with the above, set the QoS Upstream Rate manually to a bandwidth that is about 100K lower that what you got in step 1 above.
You can also experiment with different settings in the Vonage (online)Dashboard for the Bandwidth Saver, sometimes lowering your speed actually improves voice quality.
